When the Lawgiver decided to embark upon a long expedition into the Forbidden Zone, he appointed Xavier as his successor to lead Ape City and maintain order. Not everyone felt that Xavier was qualified for the position, and Jason said that was the most inept bumbler in the Lawgiver's cabinet. (Planet of the Apes 1) Xavier later presided over the trial of Jason, who was accused of murdering Zena - the wife of peace officer Brutus. In truth, it was Brutus who actually murdered his wife and framed Jason. Xavier was manipulated into administering a verdict of "guilty". (Planet of the Apes 2) When Brutus led his hooded gang on attacks against human sympathizers, they broke into Xavier's home and murdered him. (Planet of the Apes 11)

Xavier was an African American male and a resident of New Orleans, Louisiana. Always gifted with a studious mind, Xavier went to college to study the sciences, intrigued in discovering how the world worked. When science proved unsatisfying towards furthering his enlightenment, Xavier eventually turned towards mysticism. He studied Voodoo and became quite adept at its practices and rituals. Xavier also met a vampire named Proinsias Cassidy, and the two became close friends. Their friendship faltered however when Xavier learned that Cassidy had seduced the woman that Xavier was in love with, which was perfectly in-character for the way Cassidy lived his un-life. Xavier and Cassidy reunited years later, when Cassidy asked him to perform a voodoo ritual on behalf of his new mate, Jesse Custer. Xavier conducted the ritual, which involved a giant snake named Luther. The ritual was interrupted by a vampire wannabe cult known as Les Enfants du Sang. Xavier's current girlfriend, Janis, was killed during the ensuing gunfight.
