Scott Blevins[]

Scott Blevins was a Section Chief for the Federal Bureau of Investigation and maintained an office at the J. Edgar Hoover building in Washington. Blevins was the one who assigned Agent Dana Scully to the X-Files Division and partnered her up with Special Agent Fox Mulder. Blevins' purpose behind doing so was to have Scully conduct an analysis on Mulder's findings as it related to fringe science cases, specifically: cases dealing with the paranormal. Scully always suspected that Blevins' true reason for wanting her there was to debunk Mulder's work. (XF: Pilot)

Fox Mulder later submitted a 302 form to Blevins' office to investigate a case involving possible alien abduction. His only evidence to the matter however was a newspaper tabloid headline. Blevins disallowed the 302 form, but Mulder investigated the case on his own anyway. (XF: Conduit)

Section Chief[]

Section Chief is a rank within the Federal Bureau of Investigation and refers to one who maintains authority over FBI activities within a specific jurisdiction. In the early 1990s, Scott Blevins served as Section Chief and was based out of the J. Edgar Hoover Building in Washington. Joseph McGrath was also a Section Chief and a member of its Office of Professional Responsibility. McGrath used his authority in an effort to shut down the X-Files Division.
