Biography[]
Winsor Raynes was an American ambassador. Raynes was staunch proponent of the Strategic Defense Initiative (SDI) program and labored to get American military payloads into outer space. However, NASA was prohibited from flying a shuttle publicly until it could be redesigned for safety. To bypass this, Raynes got into bed with the Saudi nation of Aqiria - a known terrorist state. King Kahil al-Khafir agreed to let the U.S. utilize its desert space to launch older shuttle models.
