Willis, first name unknown, is a fictional senator and a minor character featured in the MonsterVerse shared continuity. Played by actor Richard Jenkins, he appeared in the 2017 feature film Kong: Skull Island.
Biography[]
Willis was a U.S. senator who operated out of Washington, D.C. in the early 1970s during the waning days of the Vietnam War. He was aware of the existence of Project Monarch and often had frustrating meetings with project leader Bill Randa, who was often pushing the senator for the approval of funds for Monarch-related expeditions. Willis did not share Randa's enthusiasm for the group's investigation into the existence of an alleged superspecies classified as MUTOs (Massive Unidentified Terrestrial Organism).
In 1973, Bill Randa and Houston Brooks came to Washington to petition Willis' approval to undertake a mission to a mysterious fog-enshrouded area dubbed "Skull Island". Willis was dismissive at first, but it was Brooks who convinced him that the expedition had merit. Willis agreed to have a Monarch team piggy-back with a Landsat expedition to the island. Randa called in his last favor with Willis by insisting that they have a military escort.
