"The Murderer Is a Maniac!" is the title to the twenty-third issue of the Werewolf by Night ongoing comic book series published by Marvel Comics. The story was written by Doug Moench with artwork by Don Perlin and inks by Vince Colletta. It was colored by Linda Lessmann and lettered by Artie Simek. The story was edited by Roy Thomas. The cover art illustration was rendered by Gil Kane and Al Milgrom. This issue shipped with a November, 1974 cover date and carries a cover price of .25 cents per copy.

According to Comic Reader #109, this issue shipped to retailers on August 27th, 1974.
The character of Jack Russell was created by Roy Thomas, Dann Thomas & Gerry Conway and artist Mike Ploog. He first appeared in the "Night of Full Moon... Night of Fear!" story from Marvel Spotlight #2 from February, 1972.
The tagline to this issue is "Who will fire the silver bullet for a werewolf?"
This issue is reprinted in black and white in the Essential Werewolf by Night, Volume 2 trade paperback collection, published in October, 2007. It is also reprinted in full color in the Werewolf by Night Omnibus hardcover edition, published in October, 2015 as well as the Werewolf by Night: The Complete Collection, Volume 2 hardcover collection from January, 2018.
