A Superhuman Restraint Unit is a fictional organization featured in comic books published by Marvel Comics. They first appeared in Civil War #1 in July, 2006.
Description[]
Superhuman Restraint Units were a special response team task force under the auspices of the S.H.I.E.L.D. agency. Their objective was to target and contain superhumans who refused to act in accordance with the newly established Superhuman Registration Act. Members of a Superhuman Restraint Unit were outfitted with special armor and a variety of weapons, both lethal and non-lethal.
They were first put into action when Steve Rogers, aka Captain America, surprised S.H.I.E.L.D. director Maria Hill by his refusal to follow the SRA accords. Hill ordered the response teams to arrest Captain America, and they fought with him aboard the S.H.I.E.L.D. Helicarrier. Captain America eluded capture however, and escaped from the facility.
Most Superhuman Restraint Units were assigned to bring in members of the super-hero community who had acted illegally, while selectively ignoring the super-villain contingents that always threatened America's interests. This earned them the unflattering nickname of "Cape-Killers" by the mass media.
