Biography[]
Steger was an educator and a member of the subversive organization known as Hydra. He has been a member of the organization since at least the early 1990s and was a teacher at the Hydra Academy where he held the title of Professor.
Professor Steger was also charged with the placement of graduating cadets into the field. In 1990, he welcomed Hydra leader Daniel Whitehall to the school to address the graduating cadets.
More than two decades later, Steger was still operating from the academy. He was very much still an adherent to the rules and traditions of Hydra, and tried to enforce these rules upon Ruby Hale, which included the severing of all emotional ties, which in this case, meant killing Ruby's dog. Ruby was an independent thinker, and railed against Steger and his sense of tradition. As Steger continued to berate her, Ruby's mother, General Hale, entered the room and shot him.
