Roy Harper is a fictional superhero character featured in comic book titles published by DC Comics. He has gone through several code names, but was originally known as Speedy, and was first introduced in the pages of More Fun Comics #73 in November, 1941. As Speedy, he was the partner of Green Arrow, and one of the earliest recruits of the original Teen Titans. He later changed his costumed and identity and became known as Arsenal in New Titans #99 in July, 1993. He eventually shed his Arsenal identity in favor of calling himself Red Arrow beginning with Justice League of America, Volume 2 #7 in May, 2007. The character was re-imagined for DC's "New 52" continuity and became a member of the Outlaws, along with the Red Hood (Jason Todd) and Starfire. He was featured in the series Red Hood and the Outlaws, which began publication in September, 2011.
