Biography[]
Robert O'Hara is the police commissioner of San Francisco. Many years ago, the New York-based costumed crimefighters, Daredevil and the Black Widow relocated to San Francisco for a time. Robert was very reluctant to see his city playing host to a possibly unlawful breed of superhero and kept a wary eye on them. As he feared, costumed heroes often ilicited the attention of costumed supervillains, such as Electro. [1]
Shanna O'Hara came to San Francisco seeking to avenge the death of her father at the hands of the Mandrill. She contacted her Uncle Robert and enlisted his aid in tracking the villain down. At this point, the Mandrill was the leader of a criminal cartel known as Black Spectre. [2]
