Biography[]
Robert L. Comsol was an executive administrator of Starfleet Command holding the rank of Commanding Officer. In the year 2254, Comsol drafted Starfleet General Order 7, which prohibited all interplanetary travel and communications in relation to the planet Talos IV. Violation of this edict resulted in a penalty of death - the last remaining such sentence that existed within the Federation Council. Comsol's purpose behind drafting the order was based upon reports submitted by Captain Christopher Pike of the USS Enterprise NCC-1701 and his Science Officer Lieutenant Spock. Their findings revealed the native population of the planet, the Talosians, to be an extremely dangerous race due in large measure to their acute telepathic abilities and the power to make other living beings perceive any sensation they desired.
