Wilson Fisk introduces the Powers Act.
The Powers Act is a fictional regulation featured in comic books published by Marvel Comics. It was a central theme in the 2022 limited series Devil's Reign and was first referenced in Devil's Reign #1 in February, 2022.
The Powers Act was initiated by Wilson Fisk during his time as mayor of New York City. He drafted the legislation with Federal lawmakers, aimed at preventing acts of superhuman activity. Fisk held a public press conference and announced that any individuals operating within New York City who would be described as "superhuman' would be charged as a threat in accordance with existing laws against vigilantism.
Within a week, swift action was taken as Fish employed the aid of the Thunderbolts as well as armored field soldiers in Thunderbolt Units to enforce the act. The Thunderbolt Units specifically targeted heroes such as Moon Knight, and even Miles Morales, who had just saved a young girl from burning building. [1]
