Phoebe Halliwell is one of the Charmed Ones, a primary character featured in the WB Network television series Charmed. Played by former child actress Alyssa Milano, she first appeared in the pilot episode "Something Wicca This Way Comes". In the original unaired pilot episode, Phoebe Halliwell was played by actress Lori Rom. Phoebe appeared in all 178 episodes of the series, spanning a total of eight seasons.

Phoebe is presented as one of the three original "Charmed Ones", young women who acquire unique supernatural abilities from the Book of Shadows and become practicioners of the Wiccan tradition. Phoebe was gifted with premonition - the ability to foretell events before they take place.

- Phoebe originally began as the youngest of the Charmed Ones, the oldest being Prudence Halliwell, and the middle sister being Piper Halliwell. After Prue's death and discovering that she had a younger half-sister, Paige Matthews, Phoebe became the middle sister and has since adjusted to her role as mediator between her sisters.
- Actress Frances Bay played an older version of Phoebe in the season four episode, "The Three Faces of Phoebe".
