Philip Blake is a fictional leader featured in the AMC survival horror series The Walking Dead. The character is based on Brian Blake, who appeared in The Walking Dead comic book series by Image Comics. Philip Blake is best known by his nickname, The Governor.

- The character of Philip Blake was created by director Guy Ferland and writer Evan Reilly based on concepts originally developed by Robert Kirkman and artists Charlie Adlard and Cliff Rathburn.
- Philip appears as a hallucination to a dying Tyreese Williams in the Season 5 episode "What Happened and What's Going On". Philip and Terminus member Martin taunt Tyreese on his past actions due to his morality hindering him from doing what is necessary while the other survivors he hallucinates (Beth Greene, Bob Stookey, Lizzie and Mika Samuels) comfort him and assure him that all of his actions were the right thing to do.
