Description[]
The Phantom Empire was a racist hate group that operated in the Detroit, Michigan area during the early 1940s. They were led by a hooded individual who called himself the "Real American".
The Phantom Empire came into conflict with the All-Star Squadron after they had captured super-hero Amazing Man and bound him to a cross, in preparation of executing him.
