- "This is your dream. It's so sweet, too! And so pathetic. You really think people would make a float of your dumb face and march it down the street chanting your goddamn name? "Oh, oh, Oswald Cobb! Remember him? What a guy!" What a little bitch."
- ―Alberto Falcone

Synopsis[]
In the wake of the Ridder's rampage on Gotham City, organized crime middle management thug Oz Cobb tries to find his place in the new pecking order. Tensions within the city are at an all time high as the death of crime boss Carmine Falcone has left a power vacuum, with his young son Alberto stepping in to take over the empire. Al Falcone meets with Oz and brags about a ship coming in with a new product that he believes will outsell the already lucrative Drops narcotic. But Al's personality and attitude towards Cobb causes him great stress and embarrassment so he shoots him to death, then takes the ring that Falcone is wearing - a ring that once belonged to incarcerated mob boss Salvatore Maroni.
While laboring to dispose of Al Falcone's body, Oz comes upon some street kids attempting to boost his car. Oz scares them off with some gunshots, and accidentally slings a bullet into his own vehicle. He stops one kid, Victor Aguilar, from getting away and decides to take him under his proverbial wing as a driver and errand boy.
Oz meets with the other crime family heads who tell him that they are pulling out of Gotham. It is simply no longer a financially viable environment for them. Oz counters with the promise of new income (Al Falcone's alleged shipment of new product), but the bosses aren't hearing it. Everyone is wondering where Alberto Falcone is, but Cobb reveals nothing.
Alberto's sister, Sofia Falcone then enters the scene. Sofia is an alleged serial killer known as the "Hangman", who had only recently been released from Arkham Asylum. She too is searching for Alberto Falcone and suspects that Oz knows more than he is letting on.
Oz visits Salvatore Maroni in prison, but there is no love lost between these two. Oz gives Sal the ring he had taken from Alberto Falcone. It is his plan to pin Falcone's murder on Maroni. While driving back from Blackgate, Oz is spotted by Sofia, who gives chase. He tries to lose her henchmen in the street but is caught and knocked unconscious. He is taken to the Falcone mansion, where Sofia reveals she captured Victor's friend Calvin, one of the kids who tried to steal the rims off Oz's car the night Alberto disappeared, who implicates him. Oz adamantly lies and gets the boy killed, but he is nonetheless stripped and tortured, while Sofia demands to know Alberto's whereabouts.
Suddenly, a car crashes into the garden, and Sofia opens the trunk to find Alberto's corpse, his pinky cut and the word "Payback" scratched on the hatch. Oz is released and reunites with Victor, having secretly framed Maroni for Alberto's murder. As Oz and Victor drink slushies together, Oz reiterates his plan to take over the Falcone crime family, inviting Victor to be a part of his plan, which Victor accepts.
