A woman calling herself Steel Wind races into the Quentin Carnival on her customized motorcycle. After a private conversation with carnival owner Ralph Quentin, it is decided that Steel Wind must race Johnny Blaze for the position of headliner stunt driver. The loser must quit the carnival. Using underhanded tactics, Steel Wind proves victorious over Blaze and Ralph Quentin orders him to pack up his stuff and leave. Quentin is being blackmailed however by Steel Wind, who is secretly working for the Freakmaster. Steel Wind takes control of the carnival and becomes a merciless taskmaster. Blaze eventually transforms into the Ghost Rider and combats Steel Wind. He exposes her as a cyborg and uses his Hellfire to incapacitate her. Blaze learns that she had been secretly controlling Quentin this whole time.
