Plot[]

OMACs are people scattered across the world who harbor invasive technology in their bodies but do not know it. When activated, the technology can be used to spy on the human hosts' surroundings, control their bodies or transform any of them into one of a visually identical set of remote-controlled superhuman beings. The human hosts of the OMAC technology act as unwitting sleeper agents for former Justice League associate Maxwell Lord.

The OMACs are guided by the "Brother Eye" satellite, which is an artificially intelligent spy satellite originally built by Batman, not to control the OMACs, but to observe the members of the Justice League. Maxwell Lord has already secretly captured Brother Eye from Batman and turned the satellite toward the end of coordinating the OMACs that Lord now controls.

Lord uses the OMACs and Brother Eye to stalk and attack the world's superheroes and supervillains, with the avowed goal of reasserting humanity's control over the world. The OMAC Project ends with an autonomous, intelligent Brother Eye satellite commanding over 200,000 OMACs and seemingly planning war on the world's superheroes, starting with the worldwide broadcast of Maxwell Lord's death at the hands of Wonder Woman.

Batman and Sasha Bordeaux square off against a cadre of O.M.A.C.s at a facility in Chicago. They jump to avoid the O.M.A.C.s laser weapons, while Maxwell Lord observes the scene through the cyborgs internal monitoring system. Batman gets tagged in the shoulder with a laser and Sasha gets captured. While two O.M.A.C.s fly off with the unconscious Bordeaux, one of them continues to fight Batman, ultimately punching him into Lake Michigan. Fortunately, Superman arrives to scoop him out of the lake, but the remaining O.M.A.C. has taken off.

In outer space, Booster Gold and Wonder Woman fly above Earth's atmosphere, searching for the hidden Brother I satellite, which is transmitting mission parameters to the O.M.A.C.s. Guy Gardner of the Green Lantern Corps flies up and learns about the death of Ted Kord. Guy wants Booster and he to round up the other JLA members from their era, but doesn't want any assistance from Wonder Woman. Guy makes some pointed remarks about her breasts and flicks her on the nose with a green energy hand. Wonder Woman responds by punching him across a field of space.

At the Checkmate Headquarters in Switzerland, Maxwell Lord interrogates Sasha Bordeaux. He wants to know what Batman knows about the O.M.A.C. virus. Sasha's will proves too strong for even Max's psychic powers, and holds back... he's going to need all of his psychokinetic prowess for what comes next.

At the JLA Watchtower, Batman, Superman, and Wonder Woman convene to discuss the O.M.A.C. situation and the missing Brother I satellite. He believes that both items are connected to Checkmate, and he plans on shutting them down. Superman and Wonder Woman leave to track down O.M.A.C. on a global level.

Back at Checkmat HQ, Maxwell Lord decides that it is time to activate Target Alpha One. He presses his mental powers harder than he ever has before, but he is successful. He has taken mental control of Superman.
