Moonrise Hill was located somewhere on the outskirts of Los Angeles County, some distance away from Venice Beach. Atop the hill stood an old dilapidated house. The history of the house is largely unknown, but it later became the base of operations for The Committee and was administered by Baron Thunder. Baron Thunder renovated the basement level into a laboratory, wherein he empowered himself with superhuman strength and also constructed the Behemoth robot.
