Biography[]
Mogran was a senior counselor and leader of the Kaled race on the planet Skaro. For many years, his tribunal and he waged war against a neighboring human species, the Thals. Although Mogran was the chief administrator of his people, the Kaled command structure was ultimately influenced by the Scientific Elite, which was led by the mutant geneticist Davros. The time traveler known as the Doctor and his companions Harry Sullivan and Sarah Jane Smith came to Skaro on a mission to prevent the creation of the Kaleds' most diabolical achievement - the Daleks. After escaping from Davros' dungeons, they made their way to the Kaled dome command center and petitioned an audience with Mogran and his tribunal. The Doctor warned Mogran of Davros and his experiments and what would happen should his Dalek creations be put into production. Mogran appreciated the Doctor's candor, but was loathe to take any immediate action against Davros. Instead, the tribunal decided to form a committee to investigate and assess the veracity of the Doctor's allegations. This did not sit well with the Doctor who claimed that such an inquest could take months to reach a conclusion, by which time, Davros would have succeeded in mass-producing his Dalek machine killers. Mogran stood firm on his decision however and went to Davros to tell him of his plans. He informed Davros that an inspection would take place, and that he was to suspend all scientific experiments until the council had time to review their findings. Davros, projecting the image of a loyal and patriotic scientist, feigned cooperation; all the while scheming to bring his vision of a robotic army to fruition. [1]
