Frustrated by all of his past failures at defeating Hank Pym and his comrades in the Avengers, Egghead was inspired to embark upon a new scheme of global domination, inspired by his housekeeper, Anna. The first phase of this scheme involved resurrecting the Masters of Evil. Starr recruited Moonstone, Scorpion, Tiger Shark and Whirlwind and sent them into battle against the Avengers. [1]
