Played by actor Victor Pagan, he first appeared in the premiere episode of the "Mad City" storyline from season three, "Better to Reign in Hell...". Marv was one of the Indian Hill test subjects, based out of Arkham Asylum, who was given superhuman powers through the scientific experiments of Professor Hugo Strange. Marv had the ability to accelerate the aging process in living tissue. When Fish Mooney staged a break-out at Arkham, Marv became a member of her entourage. He used his power on Ethel Peabody to age her to the point of death. He tried to use the power on Ivy Pepper, but Ivy managed to get away from him. However, she had contact with him just long enough that it aged from childhood into an adult.
