Biography[]
Manuel Ramos was a Latino drug dealer who operated out of the New Lots neighborhood of Brooklyn, New York. He was a resident of the Leslie N. Hill Housing Project.
Manuel thought it would probably improve his street cred by antagonizing visiting dignitary T'Challa, aka the Black Panther. This ended up backfiring on him as T'Challa zapped him with an electric dagger, which left a signature on Manuel, enabling the Panther to track him down wherever he went.
