Evan Declan[]
Evan Declan was a human male scientist who headed up his own company, the Declan Research Center, which was based out of Santa Barbara, California. Declan had a keen interest in studying the genetic differentials between humans and altered beings who had since become known as Inhumans. Declan conspired with Maximus of Attilan to further his studies, and learned that Maximus' exiled brother, Black Bolt was on Earth.
Upon learning that Black Bolt had been imprisoned in Honolulu, he reached out to an Inhuman inmate that he learned about named Sammy. He convinced Sammy to help Black Bolt escape. After the two extradited themselves from prison, Declan himself arrived in a helicopter to spirit them off to a nearby scientific outpost that he maintained.
Evan Declan projected himself as a friend, and asked to study Black Bolt's DNA. In return, he agreed to help him find his wife, Medusa, who was also in exile. When Black Bolt was out of earshot, Declan secretly reported his findings to Maximus.
