Biography[]
Jacob Horgan was the deputy mayor of Gotham City under Christopher Nakano. After Nakano was murdered, Horgan was groomed to replace him. Gotham power players Edward Nygma and Leonid Kull immediately tried to exert their influence over Horgan to keep him in their back pocket.
