- Nails was one of the Intergang underlings. He worked under division chief Steel Hand. He played a role in coordinating with a sniper to kill Thaddeus Brown, the original Mister Miracle.
- Steel Hand
- Steel Hand was a human criminal who hailed from Metropolis. He was a division chief for Intergang and took the name Steel Hand to reflect his prosthetic right hand, which was made of steel. His original hand had been blasted off by a tommy gun. A scientist conducted experimental surgery on the criminal giving him a radioactively powered steel hand. With the strength of his new hand, he was able muscle his way up through the ranks of Intergang until he became a division chief.
- Stuka
- Stuka was a criminal underling and a member of Intergang. He worked for division chief Steel Hand. Stuka had a hand in the murder of Thaddeus Brown, the original Mister Miracle, and the capture of Brown's successor, Scott Free.
Stuka also invented a robot designed as a testing tool so that Steel Hand could gauge the strength level of his prosthetic. Stuka bragged that his robot could punch holes in a battle ship. He used a remote control to increase the gripping strength of the robot, and Steel Hand tested it by engaging in an arm-wrestling contest with the robot.
