They Who Wield Power convince the Absorbing Man to go after the Hulk - a task he is only too willing to do. Meanwhile, Bruce Banner is living in New York City with April Sommers. He goes out to find gainful employment, but when that fails, April sets him up with a job working at a construction site. A mishap causes Bruce to fall from high scaffolding, prompting him to transform into the Hulk. The Absorbing Man arrives and the Hulk and he throw down.
