Overview[]
On the surface, Harvey Bullock appeared as the epitome of everything that was wrong about being a cop. He was cranky, mean-spirited, overweight and a cigar-chomping curmudgeon who never had anything nice to say about anybody. Despite all of that however, Harvey became one of the most valued homicide detectives in the Gotham City Police Department. He was frequently partnered with Renee Montoya, whom he held in high regard (though he would rarely admit as such out loud), and he nursed a healthy distrust of vigilantes - particularly Batman. For a time, Harvey also served as one of the architects of the nation's super-spy agency, Checkmate.
