Hôchû Ôtsuka was a Japanese voice actor/seiyū born in Okayama prefecture, Japan on May 19th, 1954. His first work in the genre was providing the voice for a character named Battler in the 1983 anime series Genesis Climber Mospeada.

In 1987, he provided the voice for several charactes in the dubbed version of Transformers: The Headmasters including Crosshairs, Pounce, Wingspan, Big Serow and Ultra Magnus.

Hôchû Ôtsuka provided the voice for the Star Trek character Data on Japanese dubbed versions of Star Trek: The Next Generation.

From 2006 to 2007, Hôchû Ôtsuka voiced the character of Number Zero on all thirteen episodes of the anime series 009-1. In the English-dubbed version of the show, the character was voiced by Grant James.
