Graham Williams was a British television producer and screenwriter born in England on May 24th , 1945 . He is best known for his work on the BBC television series Doctor Who 1977 and 1980 and co-wrote the serials "The Invasion of Time" and "City of Death" under the pseudonym David Agnew .
