Gillian B. Loeb is a fictional police commissioner and a recurring antagonist featured in comic books published by DC Comics. He is associated with the Batman line of titles and first appeared in Batman #404 in February, 1987.

Biography[]

Gillian B. Loeb was a corrupt public official who served as the police commissioner of Gotham City in the years prior to Bruce Wayne assuming the costumed identity of the Batman.

Commissioner Loeb was known for allowing the officers under his command tremendous latitude to pursue their personal illicit activities. Loeb's must trusted lieutenant was Arnold Flass, who was just as wicked and corrupt as Loeb himself. Flass and Loeb conspired to make sure that the new do-gooder lieutenant James Gordon played ball in accordance with how things were done in Gotham. [1]
