A woman calling herself Steel Wind races into the Quentin Carnival on her customized motorcycle. Using underhanded tactics, Steel Wind proves victorious over Blaze and Ralph Quentin orders him to pack up his stuff and leave. Quentin is being blackmailed however by Steel Wind, who is secretly working for the Freakmaster. Steel Wind takes control of the carnival and becomes a merciless taskmaster.
