Biography[]
George P. Skowcroft became acting mayor of Gotham City after former mayor, Hamilton Hill, resigned in disgrace. Skowcroft attempted to cut a deal with police commissioner James Gordon in exchange for his support in the mayoral election. Gordon and Harvey Bullock visited the mayor's office, and Bullock made a showy presentation of demonstrating that the Gotham City Police Department could not be bought. Gordon himself punctuated this statement by adding that if Skowcroft wanted Gordon's support in the race, he would have to earn it. [1]
