Biography[]
Frank Briggs was a former police detective who operated in the Baltimore, Maryland area in the early 1960s. He investigated a cold case file dating back to the 1930s, which involved a string of grisly murders perpetuated by a man named Eugene Victor Tooms. The murders involved the harvesting of human livers and Briggs was disturbed to discover that a man matching Tooms' description and appearance was still active in the Baltimore area in 1963. Briggs became somewhat obsessed with drawing the various connections between Tooms actions and those committed in 1933, and was rewarded for his efforts by being pulled off the streets and given a desk job. Briggs continued to look into the Tooms case on his own however.
Frank Briggs eventually retired from law enforcement and spent his later years at the Lynne Acres Retirement Home. In 1993, another rash of similar murders began occurring, earning the attention of both the FBI's Violent Crimes division as well as the X-Files division. Special agents Fox Mulder and Dana Scully visited Briggs at the rest home to compare notes. Briggs positively identified the man they had been investigating as Eugene Victor Tooms - whom had not aged a single day since Briggs encountered him in 1963. Moreover, he did not appear any different than he did in a photograph dating back to 1933. Briggs willingly handed over all of the evidence he had compiled to Mulder and Scully. He told the agents that Tooms had a habit of collecting small mementos that belonged to each of his victims. (XF: Squeeze)
