"Blood Will Run" is a four-issue storyline with a two-issue endcap that was presented in issues #170-176 of The Flash in 2001 as well as the first story, "Rogues", from Flash Secret Files & Origins #3. The issues were collected in the Flash: Blood Will Run trade paperback.
Overview[]
A gruesome new evil has come to Keystone City, his name – Cicada! With a murderous cult at his disposal, Cicada begins a crusade of mass murder in the name of the Flash. Cicada targets any life the Scarlet Speedster has ever saved and with each murder comes closer to achieving his maniacal goal – feeding upon the life energy of his victims! As he races against a madman who stands to corrupt all the Flash has accomplished, Wally must also absorb the shock of learning that someone special from his past is under Cicada's thrall! But the most formidable player in the Flash saga could be Julie Jackam's illegitimate child, Josh! Has one of Wally's past relationships come back to haunt him?

- "Birth Right": This sub-story comprised the final two issues of the "Blood Will Run" storyline in Flash, Volume 2 #175 and #176. This plot thread involved the parentage of Josh Jackam and a showdown with one of Wally's oldest foes - the Weather Wizard.
