Biography[]
Fischer was a middle-aged man and a high-ranking member in the United States Air Force, holding the rank of General. He was also a member of Hydra, serving under the leadership of Gideon Malick. In 2016, when Malick was arrested by the S.H.I.E.L.D. agency, Fischer knew that it was only a matter of time before his own involvement in Hydra would be uncovered. He expressed his concerns to General Hale in his office.
On that same day, General Glenn Talbot and his men raided Fischer's office with the intent of arresting him. Talbot warned Hale to stay away from him, unaware that she too was a member of Hydra. Rather than be taken into custody, General Fischer took a suicide pill before Talbot's men could apprehend him.
