
Electrokinesis is the ability to generate and/or manipulate all forms of electrical energy. This is usually utilized for offense purposes such as electrocution or emitting an elector-magnetic blast. This is a common ability found in comic books dealing with the superhero fantasy genre.
In the Star Wars multimedia franchise, there exists a Jedi power called Force Lightning, which is the ability to generate bolts of electricity from one's finger tips. This is considered a Dark Side power and is not practiced by Jedi who wish to operate on the Light Side of the Force. In the films, Darth Sidious and Count Dooku have both demonstrated their ability to harness Force Lightning for offensive attacks.
Notable characters who possess electrokinesis to some degree or another include Electro, Storm, Bolt, Dreadbolt, Zeus, etc.
In the Doctor Who television franchise, the robotic race known as the Cybermen have the ability to discharge high voltage electric bolts from their hand gauntlets. A single discharge from a Cyberman's hand is powerful enough to prove instantly fatal. This also applies to the Cybermen from parallel realities. In an alternate timeline, Cybermen have used this power to kill Ricky Smith as well as Angela Price. [1]
