The Echelon Project, or Project Echelon, is a fictional government program featured in comic books published by Marvel Comics. They are part of the mainstream Marvel Universe, as well as an alternate future reality and are associated with the Hulk line of titles. They first appeared in Red She-Hulk #58 in December, 2012.
Description[]
The Echelon Project was a government program that served as part of a joint-effort between the United States Army and the United States Air Force. Its purpose was to employ civilian scientists to conduct human augmentation on military personnel for use in the field. It was led by General Reginald Fortean and staffed by several soldier beneficiaries such as Privates Etherlinck, Fraile, Landi, and Vin Corsico.
When Elizabeth Ross, the Red She-Hulk learned that the government was now actively employing super-soldiers for sanctioned combat missions, she raided the Echelon Base facility in Virginia and leveled it to the ground. During this affair, she punched and killed Vin Corsico. [1]
In response to the Red She-Hulk's actions, the Avengers sent X-51 to track her down and assess the situation. This led into an aerial battle between the heroes and Red She-Hulk, who was equipped with a jet-pack. [2]
