J. Percival "Popp" Poplaski was a private detective who operated during the 1940s. He considered himself something of a "Super Cop", despite the fact that he was a bit of a klutz and regardless of good intentions, usually fouled things up in favor of the criminals that he would investigate. Percival Popp's adventures often crossed over with crimes being investigated by the Spectre. Due to Popp's penchant for getting into trouble, the Spectre took measures to keep a close eye on him.
