Harcourt Quigg[]
Harcourt L.M. Quigg was a crime boss operating out of Star City on the reality known as Earth-Two. He had hired some thugs to break into the home of chemist Cyrus Gage and steal a valuable chemical formula, which Quigg intended on patenting for himself, thus reaping a fortune.
Green Arrow and Speedy investigated the crime scene and found a piece of evidence bearing the initials H.L.M.Q., which ultimately led them to Harcourt's home. They fought against Quigg's cronies as he himself attempted to escape via helicopter. After apprehending the thugs, the heroes pursued Quigg and brought his helicopter down using arrowlines. Afterward, they handed him over to the Star City Police Department. (More Fun Comics 101)

Henry Claridge[]
Henry Claridge was a millionaire who lived in Gotham City. The Joker selected him to be his first victim. He issued a radio broadcast declaring that he would murder Claridge at the stroke of midnight and steal his fabled prized diamond. The Gotham City Police Department gave him in-house protection, but as the clock struck midnight, Claridge fell over dead - a ghoulish grin etched across his face - the telltale sign of the Joker's infamous venom. Hilow Night Club[]
While investigating the murder of Jack Kennedy, Superman went to the Hilow Nigh Club where he found Bea Carroll, and told her that he knew she was guilty of the murder. (Superman 1)
