The Cleopatra necklace was a valuable piece of jewelry owned by a Gotham City millionaire named Otto Drexel. The criminal known as the Joker sought to murder Drexel and steal the necklace, but before he could break into Otto's penthouse suite, he was intercepted by Batman, who fought him off. (Batman 1)

Coach Randall was a football coach at Dale University. Fearing for his job unless his team begins winning games, Randall hired a gang of thugs to rough up the players from Cordell University. (Superman 1)

Cyrus Gage[]
Cyrus Gage was a middle-aged man from Star City. He worked as a scientist with a specialty in chemistry.
Cyrus Gage developed a valuable chemical formula that was highly sought after by members of the criminal underworld. A man named Harcourt Quigg sent his cronies to Gage's lab to steal the formula. Gage called the police, but the officers who showed up at his house were actually Quigg's men in disguise.
Green Arrow and Speedy were driving by when they noticed the police outside Gage's home. They decided to investigate the scene and ran afoul of the phony cops. (More Fun Comics 101)
