"Devil's Reign"[]
Tony Stark, Luke Cage, Jessica Jones and Danielle Cage are in a car, speeding through New York City on their way to recruit Steve Rogers. Luke tries to enlist the aid of Danny Rand, who turns him down. After Danny gets off the phone with Luke, Crossbones and a Thunderbolt Unit break into the Rand Corporation and arrest him.
Meanwhile, Elektra Natchios breaks into Wilson Fisk's office with the intent of assassinating him. Fisk is unimpressed and lets her know that he is aware of her betrayal of Matt Murdock. Just then, Typhoid Mary and another Thunderbolt Unit barges into the room to defend the mayor. Elektra escapes by leaping out the window.
Ben Reilly goes to the Daily Bugle as Spider-Man. However, Taskmaster and Whiplash are there waiting for him. They have deduced that Spider-Man is somehow connected to the Bugle and they begin fighting. While Ben struggles to keep two super-powered antagonists at bay while defending the Daily Bugle staff, Taskmaster manages to slap an inhibitor collar on him. He then kicks him out the window. Ben tries using webbing to slow his descent, but he crashes down hard on top of a parked vehicle.
At Myrmidon Prison, two tough-looking convicts think they are going to make easy work at the facility's newest inmates, Reed & Susan Richards. They quickly discover that even without their powers, they are more than capable of taking care of themselves.
Tony, Jessica, and Luke meet up with Steve Rogers, Matt Murdock and Miles Morales. They go to the long-abandoned Avengers Mansion. Tony brings them down to the sub-basement. The group tells Tony that they think it is a bad idea for him to run against Wilson Fisk in the mayoral election. "Rich dude versus rich dude doesn't seem like the best path to victory" as Jessica puts it. The rest of the group agree that Luke Cage should be the one to oppose Fisk. Tony begrudgingly concedes.
Wilson Fisk goes down to the sub-basement of New York City Hall where Otto Octavius has Zebediah Killgrave trapped in the psycho-prism. He tells Fisk that the device will be able to coerce people within the city, but not control them. Fisk is satisfied that it will be enough to "win the city" in the upcoming election. Fisk leaves, and Octavius scoffs at him for being such a small-minded thinker. He activates The Bridge interdimensional portal, and from it steps out alternate reality versions of the Hulk, Ghost Rider, and Wolverine. They will form the basis for Otto's Superior Four.
