A commissioner is a title attributed to someone who holds a position in a commission. This individual usually serves as the principle agent of the commission. This is a senior officer tasked with overseeing the operations and effectiveness of an organized body, and insuring that all practices and protocols are implemented and enforced. Many incorporated cities have a commissioner in charge of several city council positions, including a municipal police department. These are generally elected positions.

In speculative fiction, the most famous commissioner is James Gordon, who is the police commissioner of Gotham City, which is featured in comic books published by DC Comics and relates to the Batman family of titles. Commissioner Gordon maintains a rigid presence in all Batman related media, including TV shows, movies, and other such adaptations.

In the 1936 horror movie Dracula's Daughter, a character named Sir Basil Humphrey served as a commissioner at Scotland Yard. He questioned occult scholar Professor Van Helsing into the apparent grisly murder of a Transylvanian nobleman named Dracula, who had apparently been staked through the heart and placed inside of a coffin.

In the British science fiction television series Blake's 7, the Supreme Commander of the Terran Federation known as Servalan was deposed from her position, and she became a fugitive from justice. She adopted a new identity, that of Commissioner Sleer, and began to slowly rebuild her power base, killing several people in the process. She was still developing a foothold at the time when the Terran Federation succeeded in gunning down her old foes.

In Marvel Comics continuity, there is an alien character known as the Rigellian Grand Commissioner. The Rigellian Grand Commissioner first appeared in Thor, Volume 1 #132 in September, 1966. He was the leader of the space-colonizing Rigellians and fiancé to Tana Nile. When Tana spoke out against their race's rampant interstellar colonization, the Rigellian Grand Commissioner branded her a traitor and she had to flee to Earth for refuge.
