The Central Intelligence Agency (CIA) is one of the principal intelligence-gathering agencies of the United States federal government. The CIA's headquarters is in Langley, Virginia, a few miles west of Washington, D.C. Its employees operate from U.S. embassies and many other locations around the world. The only independent U.S. intelligence agency, it reports to the Director of National Intelligence.

The Central Intelligence is one-third of an umbrella organization known as the United States Security Group, which includes the National Security Agency, the National Security Council, and the Central Intelligence Agency. The director of the United States Security Group was a powerful and unscrupulous man named Jason Wynn. It was Wynn who had ordered the assassination of one of his own mercenaries, Al Simmons, after Simmons began questioning orders in the field.
Jason Wynn assigned the assassin Jessica Priest to steal a biogenetic weapon Called Heat-16 from a facility in the jungles of Brazil in South America. During this affair, she was shot and captured by the scientists, Kevin Bergregor, and Liz Arno. [1][2]
