Cecil was a member of the supernatural community known as the Wesen and was part of a subspecies of Wesen known as a Skalengeck, which is a scaly reptilian creature. Cecil was arrested for some unclarified crime and brought to the Portland Police Bureau. Homicide detective Nick Burkhardt - having only recently awakened to the preternatural instincts of being a Grimm saw Cecil in his true form.
