Bill Mantlo is a comic book writer. He was born in Brooklyn, New York on November 9th, 1951. In 1978, Bill worked on the Man from Atlantis comic book series, which adapted the 1977-1978 Man from Atlantis television series. In 1979, Bill Mantlo co-created the character of ROM the Spaceknight, which was based on an action figure developed by Parker Bros. and adapted into the ROM comic book series. He also created the character of Rocket Raccoon, who first appeared in Incredible Hulk #271, then branched off into his own Rocket Raccoon limited series and eventually became part of the ensemble cast of the Guardians of the Galaxy family of books.

  • When creating the character of Rocket Raccoon, Mantlo was greatly inspired by the 1968 pop song, "Rocky Raccoon", by The Beatles. The song appeared on their self-titled double-sized album, colloquially referred to as The White Album.
