Biography[]
Pena is a police captain for the Honolulu Police Department in Oahu, Hawaii. In 2017, the Oahu PD picked up a criminal known as Black Bolt, who had assaulted some officers on a city street. Captain Pena gave a statement to the press wherein one reporter asked him about sightings of a mysterious "cow-dog". Pena dismissed the reporter, citing that there were no such tings as cow-dogs, and offered little information relating to Black Bolt's arrest.
Callisto Aerospace technician Louise Fisher was also present, and had a marked interest in Captain Pena's captive. He gave few answers, and admitted that he had no idea who the perpetrator even was.
Fisher camped her car outside of the police station all night long for a chance to interview Pena a second time. That evening, he came out and told her that he was leaving for dinner. If she was still there when he returned, he would have her car towed - with her in it. [1]
