Brigham Circle is a multi-lane motorway in Gotham City. It was adjacent to an apartment complex where an escaped mental patient named Albert Blume had taken a woman hostage. GCPD detective James Gordon responded to the call and fought through heavy traffic in the rain to get to the crime scene. In doing so, he knocked over a trash can and nearly hit a pedestrian. Fortunately for all concerned, Gordon arrived at the scene in time to defuse the situation. (Batman 405)
