Blume was once a police officer with the New York City Police Department and held the rank of sergeant. He later became a masked crime-lord known as the Rose, who was the second such individual to assume this title following Richard Fisk. In fact, Blume conspired with Fisk to bring down Richard's father, Wilson Fisk - the Kingpin of Crime. A photograph had been taking of two important mob heads and published in the Daily Bugle with the byline "Photograph by Peter Parker. However, Parker did not take this picture, but Blume sent out some of his armed cronies to the Parker residence in Forest Hills to take him out.
