- "Three years ago, 4400 missing people, each with an extraordinary ability, reappeared in a ball of light, and the world wondered why. Six months ago the promicin shot made those abilities accessible to anyone with the courage to take it, and again, the world wondered why. Today, we tell them why. Today, we answer all the questions, and after today, the world will never be the same."

It was directed by Scott Peters and written by Robert Hewitt Wolfe. It first aired on the USA Network on Sunday, July 29th, 2007.
In this episode, Jordan Collier embarks upon his most ambitious plan yet. Flanked by a legion of followers, he establishes a bunker at a dilapidated pollution-heavy neighborhood along the Duwamish River. Members of his group use their abilities to cleanse the blighted area of pollution and they set up an electrified perimeter around the entire area. Collier conducts a press conference, declaring this area as a new paradise for returnees, dubbing it Promise City. Those who want no part of him, have no need to fear him or his people. They just want to be left in peace.

Quotes[]
- Jordan Collier: Maia Skouris. Welcome to Promise City. I understand you have something to talk to me about.
- Maia Skouris: I need to ask you something. Are you a good guy or a bad guy? My mom can't seem to make up her mind.
- Jordan Collier: I get that a lot. I tell you what. I have something I wanna show you. Then you can make up your own mind.
....
- Isabelle Tyler: I was born three years ago, so that makes you what, almost nine years older than me.
- Maia Skouris: Almost ten.
....
- Diana Skouris: I'm so sorry. I don't know what's wrong with me. Those noodles were so overcooked.
- Tom Baldwin: Diana, stop apologizing. That's the first meal I've had in months that didn't come out of a microwave or take-out carton.
- Diana Skouris: All these years we've been partners and I haven't had you over for dinner and...
- Tom Baldwin: You've never felt this sorry for me before. What? Look, when a woman invites a man over it's for one of two reasons; attraction or pity. I'll put my money on pity.
- Diana Skouris: Well, between Alana and Kyle, you've had a tough run of it lately.
